خیبرپختونخوا کی تاریخ کا بدترین وزیر اعلی علی امین گنڈاپور

جب عمران خان نے علی امین گنڈاپور کو وزیرِاعلیٰ مقرر کیا، تو اُس وقت اُس کی "سی وی" میں درج ذیل چیزیں درج تھیں۔

پی ٹی آئی کے رکنِ قومی اسمبلی، داوڑ خان کنڈی نے حلفاً بیان دیا تھا کہ 27 اکتوبر کو ڈیرہ اسماعیل خان کے علاقے "مِٹ" میں علی امین گنڈاپور نے محض ذاتی خواہشات پوری نہ ہونے پر ایک 16 سالہ لڑکی کو برہنہ کر کے گلیوں اور بازاروں میں گھمایا۔ یہ واقعہ پورے ڈیرہ اسماعیل خان میں مشہور ہے۔

علی امین گنڈاپور اعلانیہ شرابی ہے۔ اسے بنی گالہ شراب کی بوتلیں پہنچاتے ہوئے دنیا نے لائیو دیکھا تھا۔ بعد ازاں اُس نے دعویٰ کیا کہ یہ شہد کی بوتلیں تھیں، جس پر آج تک خود پی ٹی آئی کے لوگ بھی طنز کرتے ہیں۔

پولیس نے جب اس کے گھر "الامین ہاؤس" پر چھاپہ مارا تو وہاں سے فلڈ ریلیف اور کورونا ریلیف کا چوری شدہ سامان کے علاوہ غلیلیں اور ڈنڈوں کے تھیلے بھی برآمد ہوئے۔ پی ٹی آئی کے سابق وزیرِاعلیٰ پرویز خٹک نے اعتراف کیا تھا کہ عمران خان نے 9 مئی کے حملوں کے لیے جو ٹیمیں بنائی تھیں ان میں ایک مراد سعید کے ماتحت تھی اور دوسری علی امین گنڈاپور کے ماتحت۔

زمان پارک میں دہشت گرد افغانوں کی ترسیل کی ذمہ داری بھی گنڈاپور کو سونپی گئی تھی۔

اسی "سی وی" کی بنیاد پر جب عمران خان نے اسے وزارتِ اعلیٰ دی، تو خیبرپختونخوا نے اپنی تاریخ کی بدترین بدانتظامی اور تباہی کا سامنا کیا۔ خود پی ٹی آئی کے رہنماؤں نے اس پر کرپشن کے الزامات لگائے۔ جیل میں عمران خان نے ایک ملاقات کے دوران اس پر طنز کرتے ہوئے کہا، "سنا ہے تم نے بھی سنچری (100 ارب) مار لی ہے؟" — 

اور تو اور 7 ارب کا نقصان تو اس نے براہِ راست عمران خان کو بھی پہنچایا۔ گلگت کے ایک نمائندے نے الزام عائد کیا تھا کہ عمران خان نے گلگت کی حکومت اسٹیبلشمنٹ کو بلیک میل کر کے حاصل کی اور پھر گلگت کے 7 ارب روپے علی امین گنڈاپور کو دیے جو اُنہیں دبا کر بیٹھ گیا کیونکہ تب تک عمران خان جیل جا چکا تھا۔

پی ٹی آئی کے کارکن ریحان زیب کے قتل میں بھی یہ گل ظفر کے ساتھ شریکِ جرم تھا۔ علی امین گنڈاپور نے ریحان زیب کو الیکشن نہ لڑنے کے عوض 7 کروڑ روپے کی پیشکش کی۔ جب وہ نہ مانا تو اس نے گل ظفر کے ذریعے تحریکِ طالبان پاکستان (ٹی ٹی پی) تک "سپاری" پہنچائی اور ریحان زیب کو قتل کروا دیا۔ وہی گل ظفر ہے جو آج ٹی ٹی پی کے خلاف آپریشن پر واویلا کر رہا ہے۔

علی امین گنڈاپور کے متعلق مشہور ہے کہ وہ صرف اپنے مفاد کا غلام ہے — نہ اسٹیبلشمنٹ کا وفادار ہے، نہ عمران خان کا اور نہ ہی ریاستِ پاکستان کا۔ خیبرپختونخوا کی تاریخ کا واحد وزیرِاعلیٰ ہے جو دہشتگردوں (خارجیوں) کو سرکاری خزانے سے بھتہ فراہم کرتا ہے تاکہ اس کی جان و مال محفوظ رہے۔ ان فنڈز کے بدلے خارجیوں کو جو طاقت ملتی ہے اس کی مدد سے وہ  پورے خیبرپختونخوا میں خون کی ہولی کھیل رہے ہیں۔

یوں بلا مبالغہ کہا جا سکتا ہے کہ علی امین گنڈاپور، خیبرپختونخوا کی تاریخ کا بدترین وزیرِاعلیٰ ہے۔
