کیا پاکستان نے افغانستان میں حفاظتی پٹی قائم کی؟

پاکستان کی فوج نے افغان سرحدی علاقوں میں بمباری میں اضافہ کیا ہے اور کچھ میڈیا رپورٹس میں کہا جا رہا ہے کہ اسلام آباد افغان علاقے میں 32 کلومیٹر تک پھیلنے والی 'بفر زون' قائم کر رہا ہے، حالانکہ یہ دعویٰ آزاد ذرائع سے تصدیق شدہ نہیں۔ سرحدی جھڑپوں، سویلین اموات اور خوراک و طبی اشیاء کی قلت کی اطلاعیں موصول ہوئی ہیں۔ پشتون قبائلی رہنماؤں کی پشاور میں ہونے والی جرگہ نے فوری جنگ بندی اور بات چیت کا مطالبہ کیا ہے، مگر صورت حال غیر یقینی برقرار ہے۔

پاکستان کے فوجی آپریشنز اور سرحد پار بمباری کے درمیان یہ سوال اٹھا ہے کہ آیا اسلام آباد افغان سرحد کے اندر کسی طرح کی حفاظتی پٹی قائم کر رہا ہے۔ پشاور میں 31 مارچ کو منعقدہ "پاکستان-افغانستان امن جرگہ" نے فوری جنگ بندی اور مذاکرات کا مطالبہ کیا، مگر اس قرارداد کے عملی اثرات ابھی واضح نہیں ہیں۔

مقامی اطلاعات کے مطابق خُصوصی طور پر پاکسرحد سے ملحقہ مشرقی صوبوں پکتیا، کنڑ اور نورستان میں توپ، ڈرون حملے اور سڑکیں بند ہونے کی شکایات آئیں۔ طالبان کے مطابق کنڑ میں ایک شہری ہلاک اور 17 افراد زخمی ہوئے؛ نورستان کے کماندیش اور برگِ متال ضلعوں میں خوراک، ایندھن اور ادویات کے شدید قلت کی اطلاعات ہیں۔ بین الاقوامی رپورٹس نے کابل میں ایک ڈرون حملے میں کم از کم 143 افراد کے ہلاک ہونے کی نشاندہی کی، جسے ہیومن رائٹس واچ نے غیرقانونی حملہ قرار دیا؛ اسلام آباد نے عسکری اہداف پر درست حملوں کا دعویٰ کیا ہے۔

سرحدی دعوے اور ردعمل

کچھ پاکستانی ذرائع نے افغان علاقے میں 32 کلومیٹر تک پھیلنے والی بفر زون کی رپورٹیں دیں، مگر یہ بات آزادانہ طور پر ثابت نہیں ہوئی اور رسمی طور پر اسلام آباد نے ایسی کسی باضابطہ پالیسی کی تصدیق نہیں کی۔ ریاض کے سیکورٹی تجزیہ کار علی چشتی نے ڈوئچے ویلے کو بتایا کہ یہ وقتی اقدام ہے، جب کہ دوسرے مبصران نے اس طرح کی پیش رفت کو بین الاقوامی قانون کی خلاف ورزی قرار دینے کا خدشہ ظاہر کیا۔ تاریخی طور پر اس سرحد کو دوراند لائن کہا جاتا ہے اور دونوں ملکوں کے درمیان اس کا سیاسی تناظر پیچیدہ ہے۔

جنگ بندی کے مطالبات اور کابل کے مذاکراتی اشاروں کے باوجود یہ واضح نہیں کہ موجودہ کشیدگی سیاسی حل کی طرف بڑھے گی یا طویل سرحدی عدم استحکام کو جنم دے گی۔ پاکستانی حکام کا مؤقف ہے کہ کارروائیاں تحریکِ طالبانِ پاکستان کے خلاف ہیں، مگر محدود معلومات اور متضاد دعووں نے صورتحال کو غیر یقینی بنا رکھا ہے۔
