ایران پر جنگ کے ایک ماہ بعد افریقہ میں ایندھن کی قلت اور قیمتوں میں اچانک اضافہ سامنے آیا ہے۔ کینیا میں پٹرول اسٹیشنوں پر تقریباً 20 فیصد تک کمی، تنزانیہ میں پمپ پر قیمتوں میں 30 فیصد سے زائد اضافہ، اور ایتھوپیا میں حکومتی منصوبوں کو ایندھن کی ترجیحی فراہمی جیسی صورت حالیں رپورٹ ہوئی ہیں۔ تیل پیدا کرنے والے ممالک کے پاس بھی ریفائننگ کی محدود صلاحیت اور قرضوں کی وجہ سے حل دشوار ہیں، جبکہ ماہرین فوری مارکیٹ مداخلت اور قیمت کنٹرول کی تجویز دے رہے ہیں۔

تیل پیدا کرنے والے بعض ممالک کے پاس خام ذخائر ہونے کے باوجود اپنی ریفائننگ صلاحیت کم ہے: جنوبی سوڈان بجلی پیدا کرنے کے لیے محدود ریفائن شدہ تیل استعمال کرتا ہے، اور نائجیریا اپنی سماجی اور ریاستی ریفائنریز کو بہتر بنانے کی کوششوں کے باوجود خام تیل برآمد کر کے پیٹرول مصنوعات درآمد کرتا ہے۔ کچھ افریقی ریاستیں قرضوں کے بدلے تیل کی فراہمی پر منحصر ہیں، جس سے ملکی ضروریات پوری کرنا مشکلات کا باعث بنتا ہے۔

اقوامِ متحدہ کے ماہرین کا خدشہ ہے کہ برقی پن پر پہلے سے کم پہنچ کے باعث بجلی کی قلت بڑھے گی اور فیکٹریاں متاثر ہوسکتی ہیں۔ ماہر آتیہ وارس نے فوری قیمت کنٹرول اور دیگر ہنگامی اقدامات کی ضرورت پر زور دیا ہے، جیسے کہ کام کے طریقوں میں تبدیلیاں تاکہ گھریلو ایندھن کی رسائی یقینی بن سکے۔
