ایران تنازع کے دوسرے مہینے میں یورپی کمیشن نے 400 ملین سے زائد شہریوں سے توانائی بچانے، کم سفر کرنے اور دور دراز کام کرنے کی اپیل کی ہے۔ تیل و گیس کی قیمتیں جنگ کے آغاز کے بعد تیزی سے بڑھی ہیں اور خلیجی راستے کی بندش، فراہم کنندگان کے نقصان اور ایل این جی کارگو کی ایشیا منتقلی کے باعث سپلائی کا کساؤ خطرہ بڑھ گیا ہے۔ بروئۓ یورپ اور تجزیہ کار مستحکم توانائی، صنعت کے لیے معاونت اور قابلِ تجدید توانائی میں تیزی کی سفارش کر رہے ہیں۔

یورپی کمیشن نے ایران جنگ کے باعث بڑھتے ہوئے توانائی بحران سے نمٹنے کے لیے شہریوں سے ایندھن اور توانائی کی بچت کی اپیل کی ہے، اور بلاک میں سفر کم کرنے، گھر سے کام کرنے اور عوامی نقل و حمل استعمال کرنے کی تلقین کی ہے۔ ای یو کے توانائی کمشنر نے خاص طور پر ڈیزل اور جیٹ ایندھن بچانے پر زور دیا۔

صورتِ حال پرائسنگ اور رسد دونوں طرف دباؤ ڈال رہی ہے: امریکی و اسرائیلی فضائی حملوں کے بعد تیل و گیس کی قیمتیں بعض اوقات 70 فیصد تک بڑھ گئیں، خلیجی ممالک پر میزائل و ڈرون حملے اور تنگِ ہرمز کی بندش نے عالمی فراہمی متاثر کی ہے۔ یورپی کمیشن صدر کے مطابق محض پہلے دس دنوں میں یورپ کو فوسل ایندھن کی درآمد پر اضافی اربوں یورو خرچ کرنا پڑے، اور برُوگل کی رپورٹ نے خدشہ ظاہر کیا ہے کہ گیس کی قیمتوں میں دوگنا اضافہ آئندہ سالوں میں آمدنی کو نمایاں بڑھا سکتا ہے۔

ممکنہ حکمتِ عملیاں

کچھ رہنماؤں نے روس کے ساتھ تعلقات معمول پر لانے کی بات کی مگر توانائی کے سربراہ نے روسی توانائی درآمد نہ کرنے کا عندیہ دیا۔ ماہرین ممکنہ جواب کے طور پر صنعت کو سبسڈیز، بجلی پر ٹیکس میں کمی، کارکردگی بڑھانے اور مقامی گرین انڈسٹریز میں سرمایہ کاری تجویز کرتے ہیں، جبکہ قیمتوں کو دبانے جیسے اقدامات پر تنبیہ بھی کی گئی کہ وہ لامحالہ توانائی کے استعمال اور صفائی توانائی کی منتقلی میں رکاوٹ بن سکتے ہیں۔

ماہرین خبردار ہیں کہ سپلائی کم رہنے اور ایشیا کے ساتھ مقابلے سے مختصر مدت میں صنعت، کھاد کی فراہمی، مینوفیکچرنگ چینز اور ہوا بازی متاثر ہو سکتی ہیں؛ قطر کے اہم گیس کمپلیکس کو پہنچا نقصان اور بعض ایل این جی کارگو کی ایشیا منتقلی اس کشیدگی کی دیرپا سمت کی علامت ہیں۔ یورپ کو مختصر مدت کی بچت کے ساتھ ساتھ قابلِ تجدید توانائی اور الیکٹرکائیزیشن پر تیزی سے کام شروع کرنے کی سفارش کی جا رہی ہے۔
